Background on 0x01 Validators
Validators with 0x01 withdrawal credentials have BLS-based withdrawal addresses and are eligible for automatic partial and full withdrawals through the sweep mechanism. The sweep processes these validators' pending withdrawals in a round-robin fashion each block. EIP-8062 proposes adding a fee for sweep withdrawals from these validators.
Proposed Fee Mechanism
The proposal would introduce a small per-withdrawal fee for sweep-processed withdrawals from 0x01 validators. This fee would either be burned or redistributed to proposers as an incentive for processing withdrawals. The fee is intended to be small enough not to burden validators but sufficient to create a sustainable processing incentive.
Economic Rationale
As withdrawal queues grow and sweep processing becomes more resource-intensive, there is an argument for making withdrawal processing economically self-sustaining. A sweep fee aligns the interests of proposers with efficient withdrawal processing. It also discourages spam withdrawals that could clog the sweep queue.
Draft Status and Open Questions
As a Draft, EIP-8062 is examining the appropriate fee magnitude, its interaction with EIP-7002 (execution-layer triggerable exits), and whether the fee should apply to partial or full withdrawals or both. Feedback from stakers and liquid staking protocols is particularly important to ensure the fee does not create undue burden.
