Problem Statement
When a validator is slashed for a protocol violation, it enters a withdrawal queue but remains technically active for a period before exiting. During this window, a slashed validator can still be selected to propose blocks, which is considered undesirable from a security standpoint. EIP-8045 proposes excluding slashed validators from the proposer selection pool.
Proposed Mechanism
The proposal modifies the validator selection algorithm to filter out any validator whose slashed flag is set. This change would take effect as soon as a validator is slashed, preventing them from proposing any further blocks. The implementation requires a change to the consensus-layer specification.
Security Rationale
Slashed validators have been identified as having committed a protocol violation, either double voting or surround voting. Allowing them to continue proposing blocks — even temporarily — could theoretically be exploited or create reputational concerns. Excluding them promptly aligns proposer responsibilities with validator standing.
Draft Considerations
As a Draft, EIP-8045 requires analysis of edge cases such as what happens when a large fraction of validators are slashed simultaneously. The impact on validator diversity and block proposal scheduling needs to be evaluated. It also interacts with EIP-8071 and other consolidation-related proposals.
