Background
Gas costs for state access operations like SLOAD and account balance reads have been adjusted multiple times in Ethereum's history, most recently with EIP-2929. Proposed Adjustments
EIP-8038 targets a comprehensive repricing of state-access opcodes, taking into account the anticipated move to Verkle trees and the introduction of stateless clients.
