Purpose

A blob-parameter-only hardfork is intentionally narrow in scope, touching only the blob count target and max values. This reduces the coordination surface and enables faster iteration on throughput improvements.

Early blob parameter increases were bundled with other protocol changes, creating unnecessary coupling. EIP-7892 emerged from the desire to decouple blob scaling from unrelated feature work.
